Students at the game chanted his name throughout the contest encouraging him to play for Penn State.
Devlin had previously given a verbal commitment to Miami, but he began having second thoughts about his decision after Miami fired some if its coaches following a blow out loss to LSU in their bowl game in the Peach Bowl.
Devlin becomes Penn State's second quarterback commitment for this year's class. Brett Brackett of Lawrenceville, N.J. picked the Lions back on May 12.
Devlin finished his career at Downingtown East with 8,162 passing yards.
According to the report from the The Daily Local News, Devlin informed Penn State and Miami of his decision to attend Penn State late Monday evening.
Devlin is a four-star prospect and is rated the No. 5 Pro-style quarterback in the country by Rivals.com.
