When the NCAA handed down its sanctions to Penn State back on July 23, immediately Bill O'Brien and his coaching staff knew with a 65-scholarship limit being part of the NCAA sanctions from 2014 through the 2017 football season, meant Penn State's walk-on [run-on] program had to become vitally important to the Nittany Lion football program.
